The BRICS group began to take shape in 2006, on Russia’s initiative. Three years later, its first summit took place in Yekaterinburg. It was preceded by the first conference of BRICS scholars and politicians, held in Moscow in December 2008. In 2013 came the initiative to establish the BRICS Think Tanks Council, so that there could be expert consultations and other “track two” events. It became possible for research organizations in each country to discuss timely BRICS issues, coordinate their positions on fundamental questions, and present recommendations to their governments. The National Committee for BRICS Research is authorized to coordinate this work for Russia. The primary goal of this committee is to promote Russia’s position and its expert assessments internationally, and to coordinate the activities of leading research organizations and experts regarding BRICS.
