Autor der Videos ist Dr. Thorsten Attendorn, Professor für Staats- und Verwaltungsrecht an der Hochschule für Polizei und öffentliche Verwaltung NRW (HSPV NRW). Prof. Dr. Attendorn war zunächst drei Jahre lang Rechtsanwalt in einer Düsseldorfer Großkanzlei und beriet und vertrat Unternehmen im Öffentlichen Wirtschaftsrecht, insb. im Telekommunikations.- und Medienrecht, Umwelt-, Energie- und Luftverkehrsrecht. Er wechselte sodann für sieben Jahre in die nordrhein-westfälische Landesverwaltung. In der Bergbehörde führte er bergrechtliche Planfeststellungsverfahren und betreute das Umweltrecht sowie das Zuwendungsrecht, anschließend war er in der Kommunalaufsicht und im Vergaberecht tätig. Seit Ende 2009 ist er Professor an der HSPV und Landesfachkoordinator u.a. für AVR. Er ist nebenbei als Seminarleiter, Gutachter und Prozessvertreter für Behörden und Unternehmen tätig.
