At that time they only needed a majority of votes to pass it. 20 years later, 1933, under Roosevelt, the USA was declared BANKRUPT. In 1933 the Federal Reserve PRIVATE bank says: "Ok, USA, what are you going to pledge as collateral on the debt you owe me?" By 1963 America instituted the social security system and every citizen, their children and children's children were pledged as COLLATERAL on the DEBT of the US government to the PRIVATELY owned Federal Reserve Banking Consortium (imo the Rothchild, Hesse- Cassel, DuPont, Warburg [von Cassel], Rockefeller families etc). It took 20 years to make the US government bankrupt and since then, this government has been operated under an EMERGENCY political body superimposed on the regular presidential administration, not to be seen or heared of by the mainstream civility. It is NOT the president that makes the decisions, its the secretary of Treasury (Henry Paulson at this moment) who is put in there by the Fed to manage the bankruptcy. The manager of the bankruptcy is told by the Fed: "This is the way to go" now pumping hundreds of billions (public money / credit, thus debt), again created from thin air, or worthless paper rather, in a terminal patient (financial market / fractional reserve banking). Henceforth, the public is being systematically financially bled dry on a massive scale by the very system it is desperately trying to keep alive, in favor of the Banking Consortium. Centralisation of monetary assets. Thats where we're at today. The Federal Reserve Act has brought control of a nations monetary system to a privately owned Banking Consortium, which has been in complete control ever since [THE MANDRAKE MECHANISM]. John F. Kennedy was murdered by this element when he tried to get back the control to the people by means of Executive Order 11110. "Give me control of a nations money supply and I care not who makes the law" (Amschel Mayer Bauer- Rothschild). Sadly, this tactic is not unique to the USA.
