民國86年3月間，徐前校長文雄先生與幾位退休同仁閒話家常時，極為關心大家退休後之生活狀況，在場同仁與有同感，認為彼此應多聯繫活動，豐富生活內涵，促進身心健康，並能協助學校推展相關教育工作，乃有創立退休人員聯誼會之議，並推舉潘俊益老師籌組召集人，另請謝金豐組長、官淑慎小姐協助，暫以總務處為聯絡中心，會務於焉開展。 徐校長敦請人事室王定澤主任聯繫籌備，於民國87年11月25日於羅東高中會報室舉開第一次會員大會並推舉潘俊益老師為創會會長。 創立之初，多以電話聯絡，加以人員散居各地，參與人數始終有限，近年因退休人數劇增，為健全組織架構，乃於92年2月間會員大會中決議增設總幹事、活動組、財務組、攝影組、文書組及行政組，另設國文、英文、數學、自然、社會、藝能等組聯絡人，並籌辦例行健行活動，92.3.29首次舉辦，爾後每二周一次；93年1月11日會員大會又增設秘書、醫護、宿舍聯絡人等，使會務聯繫及活動推展更加便利。 95年5月5日首次舉辦每季一次之慶生會。 96年2月10日於96年會員大會通過「羅東高中退休人員聯誼會組織章程」，置總幹事及財務組、活動組、公關組各一人及國文科、英文科、數學科、社會科、自然科、藝能科及行政組聯絡人各一人，新增贊助會員：曾在本校服務同仁、會員眷屬、社區熱心人士，贊同本會宗，認同本會任務而自願參加者，經繳會費後為贊助會員。 108年2月23 日於108年會員大會修正組織章程通過：會長之任期二年，得連選連任及新設友誼組聯絡人。
