Tuncay Balcı 1976 yılında İstanbul'da doğdu. Ortaokul'da Ali Yıldız'dan bağlama ve solfej dersleri almaya başladı. - 1992-1998 yılları arasında Mersin'de bulunan sanatçı, koro çalışmaları ve çeşitli etkinliklerde yer aldı. - 1998 yılında Erdal Erzincan Müzik Kursu'nda dersler almaya başladı.Yine aynı süreçte sahne çalışmalarına da başlayarak Tülay Özer, Gülcihan Koç, Sabahat Akkiraz gibi sanatçılara bağlamasıyla eşlik etti. - 2004 yılında "Muhabbet Türküleri 1" isimli albümde "Bellolmaz" isimli türküyü icra etti. - Sabahat Akkiraz'ın "Seyran" isimli albümünün tamamını, "Türküler Hayattır" isimli albümünün ise bir bölümünün bağlamarını çaldı. - 2006 yılında "Muhabbet Türküleri 2" isimli albümde "Dertlinin Derdi Bilinmez" isimli türküyü icra etti. - 2007 yılında "Dostun Eşiği" isimli ilk solo albümünü çıkarttı. - 2015 yılında "Emanet" isimli 2. solo albümünü çıkarttı. - Çeşitli albümlerde düet ve Solo eserler okudu. - Tuncay Balcı, hala konser ve müzik çalışmalarına devam etmektedir.
