In 1976 some active scouter tried to set up a new scout group which will work for real Baden-Powell scouting and from this thought the historic outset of Samatat Open Scout group originated from Tezturi bazaar, Farm Gate, Dhaka in 1977. The first Group Committee was formed with Gulam Kabir as the Chairperson. The deputy chairperson was Sayed Akhter Jahan . The Director General was Abdul Wadud and his deputy was K.M. Azaduzzaman.
