Andhra Pradesh is set to witness one of the biggest industrial investments in its history with the proposed Bharat Petroleum Corporation Limited (BPCL) Greenfield Refinery and Petrochemical Complex near Ramayapatnam Port. The mega project, estimated to involve an investment of around ₹1 lakh crore initially, is planned to be expanded to approximately ₹1.50 lakh crore over the next five years. The project has received clearance from the expert committee of the Union Ministry of Environment, paving the way for further development. The refinery is proposed near Ramayapatnam Port, along the border areas of SPS Nellore and Prakasam districts. The project is expected to strengthen Andhra Pradesh’s industrial infrastructure, attract new investments and accelerate economic development across the southern coastal region. The refinery is planned to process around 9–12 million metric tonnes of crude oil every year. With BPCL already operating refineries in Mumbai, Kochi and Bina, the Ramayapatnam project will establish a major BPCL presence on India’s eastern coast. Around 5,200 acres of land are required for the project across Kavali, Gudluru and Kandukur mandals. More than 4,500 acres have reportedly already been acquired through APIIC and handed over to BPCL. The land will be used for the refinery and petrochemical units, storage facilities, administrative buildings, green-belt development, township facilities and skill-development centres. The project is also expected to generate significant employment opportunities. During the construction phase, around 14,000 workers, engineers and technicians could benefit directly and indirectly. Once operational, the project is expected to provide around 1,250 permanent jobs along with thousands of additional employment opportunities. A major highlight of the project is the proposed 1.5-million-tonne-per-year ethylene cracker unit, which could significantly boost the petrochemical industry in South India. The Andhra Pradesh government and BPCL are reportedly targeting the commencement of commercial operations between FY 2028 and FY 2030.
