22nd Jan 2026 Full Council meeting - full video at https://www.youtube.com/live/4p9h5wiExqI Transcript: Councillor Burles: "The Labour group have been advised that an article is about to be published by my London stating that the council and cabinet member made a decision not to recover data on a lease as the costs would be disproportionate to the debt the council may be able to recover and instead sell the asset. Can the cabinet member confirm whether the disproportionate cost test has been formally applied in every case of lease breach and rent over the last 5 years. and if not what makes this case involving a former conservative counselor so uniquely deserving of leadersy that the council solution is to sell a public asset rather than enforce the lease and protect taxpayers." Councillor Bianco: "Um well there is more to this than meets the eye and I think it's probably best to start by saying it's not this this asset to which he refers uh sits in public open space and as such any decision to sell contemplating any decision to sell or market the property requires a public open space consultation. Uh and this is something we are we have set in motion. Uh we have also considered uh the marketing of the property. Uh and um at present um preliminary marketing advice has been obtained and draft particulars are in the course of preparation. But as yet no firm decision has been made on marketing the property. And in particular we're keen to await the outcome of the public or the public space notification. and consultation. However, as members in this chamber will be aware, it is a serious breach of the code of conduct for officers or members to disclose confidential information, often known here as part two, to members of the public or the press. Unfortunately, the Cowley Hall meeting hall uh subject has been the subject of numerous press inquiries this past week with one journalist stating categorically that he had access to the part two information. This is clearly a serious and serious breach and undermines trust. I understand that the chief executive and monitoring officer will be investigating how this information found its way to the local press and will take action where appropriate."
