China's deputy permanent representative to the UN, Wang Min, sent the documents to Secretary-General Ban Ki-moon on Monday and asked it be circulated among the General Assembly. The paper says Vietnam has been illegally disrupting a Chinese company's drilling operation inside the contiguous zone of China's Xisha Islands. It says the company has been conducting exploration missions in the related waters for the past 10 years and that the drilling operation "falls well within China's sovereignty and jurisdiction." The paper says Vietnam's illegal action violated China's sovereignty, posed "grave threats" to Chinese personnel on the rig and violated international laws. "The Xisha Islands are an inherent part of China's territory, over which there is no dispute. Prior to 1974, none of the successive Vietnamese governments had ever challenged China's sovereignty over the Xisha Islands. But now the Vietnamese government has gone back on its word by making territorial claims over China's Xisha Islands. That is a gross violation of the principles of international law, including the principle of estoppel, and the basic norms governing international relations," Wang Min said.
