At 12,000 feet, air traffic control asked the Southwest crew to visually inspect a Cirrus SR-22 flying 10 nautical miles ahead at 11,000 feet that had been out of radio contact for over an hour. The crew agreed and was vectored toward the Cirrus, eventually reporting visual contact and seeing two individuals inside. They then resumed course and landed safely in Orlando 17 minutes later. Roughly 30 seconds after the 737 changed course, the Cirrus re-established communication on a Jacksonville Center frequency and later landed safely in Kissimmee. According to the FAA, the proximity of the aircraft violated separation standards. The controller involved, who also held a supervisory role, was suspended. FAA Administrator Randy Babbitt criticized the decision, calling it a serious breach of protocol, and confirmed a review of procedures for handling unresponsive aircraft. The NTSB opened an investigation and reported on April 22 that the Southwest crew had been directed by a front-line manager using a single frequency and a separate radar display. Visual contact was confirmed around 5 nautical miles out, but visual separation procedures were not properly applied. The Southwest crew maneuvered alongside the Cirrus, reporting no visible anomalies. Radar data showed the aircraft came within approximately 100 feet vertically and 0.1 nautical miles laterally—well below minimum safe separation standards.
