For about 200 years Japan had been pretty cagey about who it engaged in trade with, and even who it allowed to dock at Japanese ports. They did trade with a few Asian countries, and with the Dutch, but they were totally not down to trade with the USA or the British. In 1854, with the “Treaty” of Kanagawa, all of that changed when the Commodore Matthew C. Perry forced the Tokugawa Shogunate at gunpoint (with warships) to open up their ports to American ships. This wasn’t all one-sided, mind you- American sailors who’d washed ashore in Japan had been held prisoner, and part of the deal was for their return. Though, the Americans did also have a sense of “manifest destiny” (*cough* superiority complex *cough*) about spreading western culture via trade. Japan, likewise, had legitimate concerns about keeping to itself, having gone through a fairly peaceful period. They’d experienced the instability caused by the spread of Christianity domestically, and watched the Opium Wars in China, and were justifiably worried that with the potential for massive wealth accumulation and the spread of western culture, things could get weird, power dynamics could shift, etc. That being said, there was considerable debate in Japan about what to do to protect their economic and political sovereignty.
