Montserrat has a capital city it cannot use. Plymouth remains the island’s de jure capital, yet nobody lives there, the government operates elsewhere, and much of the city lies abandoned inside a volcanic exclusion zone. But this story is much bigger than a ghost town. Before the Soufrière Hills volcano erupted, Plymouth concentrated much of Montserrat’s government, commerce, healthcare, education and port activity. When the city became unsafe, the island was forced to reorganize—moving government offices, homes, infrastructure, and much of everyday life north. The consequences are still visible more than 30 years later. Montserrat’s population collapsed, partially recovered, then began falling again. New communities grew. Brades became the administrative center. Little Bay emerged as a key part of the island’s future. And the population itself became increasingly shaped by migration from elsewhere in the Caribbean. This is the remarkable story of what happens when an island loses the place where almost everything used to happen.
