In June 1969 the US Army Corps of Engineers turned off Niagara Falls — the American side of it — and walked out onto the dry rock. The photographs of Niagara Falls dry are real. It was not an accident. It was a survey. The American Falls was falling apart. A rockfall in 1931 and a much larger one in 1954 dropped house-sized boulders at the base until the talus had eaten roughly half the vertical drop. Stand at the rail in the sixties and you were not looking at a waterfall. You were looking at water running down a hill of rubble. The obvious fix was to clear the rubble. The problem was that you cannot survey rock you cannot see, and there were six hundred thousand gallons a second in the way. So they moved the river. Starting June 9, 1969, more than a thousand dump trucks poured about 28,000 tons of rock across the channel above the falls, building a 600-foot cofferdam from Goat Island to the mainland in three days. On June 12 the flow swung right into the Canadian side and the American Falls stopped for the first time in roughly 12,000 years. Then the engineers climbed down. They drilled cores out of the cliff, poured colored dye into the joints to trace where water was moving, and bolted stress gauges to the face. The rock was moving. Water was working through the joints and freezing. And the talus at the bottom — the pile they had come to remove — was buttressing the cliff above it. Take it away and more of the face comes down. So the International Joint Commission decided to remove nothing. On November 25, 1969 the cofferdam was breached and the river came back over the edge. The American Falls has been quietly falling apart ever since, exactly as it should. They turned off a waterfall to fix it. The fix was to stop trying.
