The SC/ST (Prevention of Atrocities) Act was created to protect some of the most vulnerable communities in India. But what happens when the law becomes extremely powerful at the stage of arrest, while the justice system remains painfully slow at the stage of trial? This documentary begins with the ongoing case involving YouTuber Ajeet Bharti, whose anticipatory bail was rejected by a Delhi court under the SC/ST Act. The court did not determine his guilt; the issue was whether the statutory bar on anticipatory bail applied in his case. His lawyers subsequently approached the Delhi High Court. The film then goes back to 2018, when the Supreme Court introduced safeguards around arrests under the Act, including preliminary inquiry and approval requirements in certain circumstances. Following widespread protests, Parliament introduced Section 18A, removing those requirements and restoring stronger arrest powers. The entire sequence unfolded within months. But the story does not end with arrest. Supreme Court judgments in 2020 and 2024 established that anticipatory bail can still be considered in cases where the complaint does not make out a prima facie offence under the Act. The documentary examines how that legal safeguard works in practice—and why accessing it can depend heavily on legal representation and resources. The investigation then looks at the larger justice system: special courts, pending cases, conviction rates and the enormous gap between registration of cases and their final resolution. By the end of 2024, more than 287,000 cases under the Act were reportedly pending trial, while Delhi recorded only five convictions out of 488 cases registered between 2018 and March 2023. The central question is not whether the SC/ST Act should exist. It is whether a justice system can call itself effective when the power to arrest moves quickly, but the machinery required to deliver a final verdict takes years. This is a documentary about law, arrest, access to justice and the people who can afford to keep fighting after an FIR is filed. If the law can be changed in five months, why can justice take eight years?
