In Stellaris that is done using the massive, self-sustaining, fully upgradable habitat ships called Arkships. And they even come in three varieties: Military, Scientific and Civilian class. Of course we also get new origins, ambitions, megastructure and the wayline network among other content to complete this nomadic lifestyle transition.
