Could China give Europe a shortcut in the AI race? Europe has struggled to build models that compete with American and Chinese rivals. But Chinese models that companies can download, customize, and run themselves could offer another way forward—with more control over data and security. Heather West explains why “good enough” AI could be Europe’s opportunity in the latest installment of The Debrief Subscribe to GZERO's YouTube channel and turn on notifications (🔔): http://www.youtube.com/@GZEROMedia Subscribe to Ian Bremmer's YouTube channel https://www.youtube.com/@ianbremmer Sign up for GZERO's free newsletters on global politics: https://www.gzeromedia.com/subscribe Heather West: It’s not clear that Europe needs to develop a bevy of frontier models. Instead, they can take advantage of the fact that their adoption rate is really high. Out of the top 10 countries for AI adoption in the world, six are European. Europe lags on frontier models. Frontier models are those big, super-capable ones that you can ask a question, and they give you an answer. They make you feel like they know everything. And really, Europe has one frontier model, and that is from Mistral. They’re winning the naming game, Le Chunk. It is big, it is chunky, it is substantive. But really, there’s only one foundation model that is at the frontier in Europe. There are a lot of reasons for that, but one thing to do is step back a little bit and think about the different regulatory regimes. The US is very focused on self-regulation and freeing companies, freeing technology from constraints. China is thinking about diffusion. How can we get more models in front of more keyboards in more places? And Europe is really thinking about rights and protections and how to innovate safely. But that means Europe also has a number of opportunities when thinking about building on some of the resources that others create. One of the dynamics that has been true in the technology industry for a long time is that China is very skilled at taking advancements and making them simpler, making them open, making them cheaper. And that is true in AI as well. They’ve created open models that anyone can use, anyone can download, anyone can run themselves, especially if they have a really powerful computer or even a small data center. People have been using these open models to build on top of. They download them, they install them, they run them on their own data centers, they run them on their own computers. That gives them a lot of control over how those models operate, how they’re customized, and the security characteristics they have. That makes them much more suitable, especially under EU law, for use with sensitive data, sensitive workloads, or critical infrastructure. That is really allowing European companies to leapfrog ahead a little bit, even though there are not a lot of frontier models here. Maybe it’s a Goldilocks thing. You don’t have to be the biggest. You don’t have to be the fastest. You don’t have to be the most efficient. Right in the middle, where you’re good enough and you’re innovating in the best ways, not in every way, is where Europe can really take the advantage. Keep up with global news and why it matters.
