The Madlanga Commission has heard that only one dismissal was reported across South Africa’s entire public service over the past two years in matters involving financial disclosures, lifestyle reviews, investigations and audits. Anti-corruption expert Dr Alberto Schoeman warned that the existing sanctions regime lacks teeth, allowing officials to face little more than warnings or internal disciplinary proceedings even when false, incomplete or suspicious financial disclosures are detected. The Commission heard that officials can fully comply with the current disclosure form while still concealing substantial wealth through family members, companies, trusts, nominee arrangements or assets registered in the names of third parties. Dr Schoeman also raised concerns about the fragmented anti-corruption system, where responsibility is divided among the Public Service Commission, government departments, ethics officers, the Special Investigating Unit, SAPS and the Hawks. He warned that investigations can collapse when officials move between government departments, while recommendations for disciplinary or criminal action may be ignored by departmental leadership. The Commission was told that South Africa requires a major overhaul of its corruption prevention system, including stronger sanctions, automated financial verification, centralised oversight and possible unexplained wealth orders. Dr Schoeman concluded that incremental reforms were no longer sufficient and called for a dedicated corruption prevention agency with stronger powers and clearer accountability.
