Pax Silica is a US-led coalition of about two dozen nations, formed in December 2025 to secure global supply chains for semiconductors, artificial intelligence, and critical minerals โ€” and widely understood as a counter to China's dominance in tech manufacturing. The Philippines formally joined on April 16, 2026. Soon after, the BCDA allocated roughly 1,620 hectares in Capas, Tarlac for the alliance's first hub โ€” designated the "Golden Node." The promise is enormous: Foxconn as anchor tenant, American development financing, and up to 190,000 projected jobs. But so are the questions. The hub is projected to need about 130 million liters of water per day โ€” comparable to 600,000 households โ€” against a proposed reservoir capacity of only 65โ€“120 million liters. It would need 3 gigawatts of electricity, about 16% of Luzon's current grid capacity. Environmental groups estimate up to 20,000 Aeta Indigenous people and 15,000 farmers could be affected; the BCDA disputes this, saying the site is titled public land with no ancestral domain claim and only about 10 farmers are directly affected. Caritas Philippines has rejected the project in its present form over transparency concerns, lawmakers have filed for an investigation, and even Senator Imee Marcos has asked where the water and power will come from.
