Lok Sabha passes a Bill, but Rajya Sabha rejects it. What happens next? **1. What if one House passes an Ordinary Bill and the other rejects it?** If Lok Sabha and Rajya Sabha disagree on an Ordinary Bill, a deadlock can arise when: * The other House rejects the Bill * The Houses disagree on amendments * More than six months pass without the other House passing the Bill In such cases, the President may summon a **Joint Sitting of both Houses** under Article 108. The Bill can then be passed by a majority of the members present and voting. However, a Joint Sitting is not available for Money Bills or Constitution Amendment Bills. **2. What happens with a Money Bill?** A Money Bill can only be introduced in Lok Sabha. After Lok Sabha passes it, Rajya Sabha has 14 days to return the Bill with its recommendations. Lok Sabha may accept or reject those recommendations. If Rajya Sabha does not return the Bill within 14 days, it is deemed to have been passed by both Houses in the form originally passed by Lok Sabha. **3. What if it is a Constitution Amendment Bill?** There is no provision for a Joint Sitting. The Bill must separately pass both Lok Sabha and Rajya Sabha with the required special majority. This generally means: * A majority of the total membership of the House, and * At least two-thirds of the members present and voting For certain constitutional provisions affecting the federal structure, ratification by at least half of the State Legislatures is also required. **4. Can the President reject a Bill?** For an Ordinary Bill, the President may: * Give assent * Withhold assent * Return the Bill once to Parliament for reconsideration If Parliament passes the Bill again, with or without amendments, and sends it back to the President, the President cannot withhold assent. There is also no constitutional rule saying that the President has six months to reconsider a Bill. A Money Bill cannot be returned to Parliament for reconsideration. For a Constitution Amendment Bill validly passed under Article 368, the President is required to give assent. **5. What happens if Lok Sabha is dissolved?** A Bill pending in Lok Sabha generally lapses. A Bill that has already been passed by Lok Sabha but is still pending in Rajya Sabha also generally lapses.
