The Norwegian Constitution, enacted on 17 May 1814, is the second oldest in the world still in force. It establishes a limited monarchy, parliamentary system of government, and independent judiciary which continues to shape Norway's politics. The King, who is now Harald V, has constitutionally executed powers but is controlled by the Council of State under the chairmanship of the Prime Minister. Crown Prince Haakon, the future king, is the next in line for succession. The unicameral parliament, the Storting, makes laws and is elected four-yearly by proportional representation. The courts, culminating in the Supreme Court, exercise judicial power and are responsible for constitutional interpretation and review of legislation. The three branches are united by a sophisticated system of checks and balances: the Storting holds the government to account by no-confidence votes and control of the budget, the executive appoints judges and acts as representative of the state in foreign affairs, but the judiciary still has the power to examine legislation and executive action for conformity with the constitution. This system is responsible, discourages the buildup of excessive power, and has provided the basis for Norway's stability and resilience as a democracy for more than two centuries. More generally, the Norwegian constitutional system expresses continuity as well as novelty. Based as it was in Enlightenment philosophy and in the American and French Revolutions, it nonetheless took on a unique character, grounded in national sovereignty and a reconciliation of monarchy and parliamentary power. Later amendments and reforms allowed the system to adapt in an effort to catch up with the expectations of an emerging modern welfare state and globalized economy but yet to maintain the initial devotion to liberty, separation of powers, and the rule of law.
