The Supreme Court has suggested stricter measures to recover pending traffic e-challan fines, including a proposal to link unpaid traffic fines with monthly electricity bills. The issue came up during a hearing on a 2012 public interest litigation concerning road safety and measures to reduce road accidents. The Supreme Court noted that a large amount of traffic challan fines remain unpaid across the country. According to the information presented before the court, different states and Union Territories issued e-challans worth around ₹45,000 crore after electronic monitoring systems were introduced. However, only about ₹25,000 crore has reportedly been collected, leaving approximately ₹20,000 crore in pending fines. To improve recovery, the court suggested several strict measures. One proposal was to add unpaid traffic challan amounts to monthly electricity bills. The court observed that electricity connections can be disconnected for non-payment, which could help ensure recovery of the pending fines. The court also suggested restricting online vehicle-related services for vehicles with unpaid e-challans. These restrictions could include renewal or issuance of Registration Certificates (RCs), updating the owner's address, issuing fitness certificates and other transport-related services. In cases involving repeated traffic violations, authorities were also asked to consider measures such as suspending or cancelling driving licences or refusing licence renewal.
