Pakistan’s GSP+ status with the European Union is facing a crucial test — and billions of dollars in trade could be at stake. The European Union’s latest 2026 assessment has raised serious concerns about Pakistan’s compliance with the 27 international conventions linked to GSP+, including human rights, labour rights, freedom of expression, judicial independence, rule of law and environmental commitments. The EU assessment covering 2023–2025 concluded that Pakistan had regressed in several areas while positive progress remained limited. Pakistan has benefited from GSP+ since 2014, giving Pakistani exporters preferential access to the European market. According to the European Commission, Pakistan recorded around €7.5 billion in GSP+-eligible exports to the EU in 2024, with estimated tariff exemptions of approximately €732 million. Textiles and clothing remain at the heart of this trade relationship. The big question now is: Could Pakistan lose or see its GSP+ benefits reduced under the EU’s new framework? The existing GSP framework is being replaced by a revised system from January 1, 2027. Existing beneficiaries, including Pakistan, will have to meet the requirements of the new framework. The EU has specifically highlighted concerns. At the same time, the EU report also acknowledges areas where Pakistan has made progress, including legislation establishing a National Commission for Minorities, narrowing the scope of the death penalty, continued de facto moratorium on executions, implementation of the Anti-Torture Act and other legal and institutional reforms. However, Brussels says that much of the progress remains legislative or administrative and still needs to translate into improvements on the ground. So what happens next? Will Pakistan be able to satisfy the EU’s conditions and retain preferential market access? Could higher tariffs hurt Pakistan’s textile and export industries? How much money could Pakistani exporters potentially lose if preferential access is reduced? And what reforms is the EU expecting from Islamabad before the new GSP framework takes effect? In this video, Saqlain Imam examines the latest EU assessment, Pakistan’s GSP+ position, the $800 million-plus economic risk being discussed, the importance of European markets for Pakistani exports, the EU’s concerns over human rights and governance, and what the 2027 transition could mean for Pakistan’s economy. Watch the complete analysis to understand why Pakistan’s GSP+ relationship with the European Union could become one of the country’s most important economic and diplomatic challenges. Note: The EU has not announced that Pakistan’s GSP+ benefits have already been revoked. The issue is Pakistan’s compliance and eligibility under the revised GSP framework taking effect from 2027.
