The United States Agency for International Development began in 1961 as a civilian tool for competing with Soviet influence, folding scattered foreign aid into one agency beside the State Department. This video follows that Cold War mission through decades of economic aid, food programs, disaster relief, and democracy work, then into the 2025 audit that canceled most of it. It looks at how a foreign policy instrument became one of the largest streams of taxpayer money leaving the country, and why the second Trump administration made USAID the first target of its waste and fraud cuts. John F. Kennedy’s Foreign Assistance Act set the original brief: help poorer nations build economies, farms, health systems, and schools, and keep them aligned with the West. Later administrations widened USAID into global health, refugee support, and political development, with combined State and USAID requests running past $60 billion and USAID distributions peaking near $43.8 billion in fiscal 2023. Under the Department of Government Efficiency, led by Elon Musk, the administration said it canceled about 83 percent of USAID programs, roughly 5,200 contracts, and moved what remained toward the State Department. The cuts named in public examples ran from diversity and gender grants in Europe and Latin America to large awards for firms such as Chemonics, alongside disputed money tied to Gaza, Afghanistan, Ukraine, EcoHealth Alliance, and United Nations accounts. Rescission packages pulled billions from development assistance, the Democracy Fund, global health, and USAID operating expenses, and an early court-related tranche alone listed about $7.5 billion in terminated awards. A full public itemized list still has not been released, and DOGE later pulled many receipts from view. What the fight in Congress and in court left open is how much of that money reached its stated purpose, how much stayed with contractors and foreign partners, and who had been benefiting from an aid system with almost no outside audit.
