(12 Feb 1999) Russian/Nat A Russian parliamentary panel seeking to impeach President Boris Yeltsin has finalised its guilty verdict and is ready to present it to the full legislature next week. The panel, which has found Yeltsin guilty on all five counts, may meet one more time to settle some procedural issues before presenting its report to the Duma. But the Communist-led effort is unlikely succeed, partly because Russian law gives the president an upper hand in dealing with parliament. Communist impeachment committee chief Vadim Filimonov may not have spent 40 (m) million dollars on his investigation, but his pursuit of Boris Yeltsin has been as tenacious as Kenneth Starr's in tracking Bill Clinton. Filimonov told reporters that formal proceedings against the Russian president could start in March. Among the charges are blame for the collapse of the Soviet Union, the war in Chechnya, economic turmoil and "genocide against the Russian people." There has been no word from the Kremlin, but it has so far taken the view that the charges are political posturing and will not stick. SOUNDBITE: (Russian) "The procedure of the impeachment is essential for Russia, regardless of the final vote by the full house. It is a watermark event. For the first time ever, the acting President faces impeachment. It surely will have an effect on the future Presidents." On Friday, Yeltsin met Russian Foreign Minister Igor Ivanov and discussed several issues. Yeltsin asked Ivanov to keep him briefed on the Kosovo crisis. But those who want to impeach Yeltsin continue to make comparisons with U-S President Bill Clinton.
