For nearly 90 years, engineers and politicians have tried to solve one of America's most frustrating geography problems: how to connect Long Island directly to Connecticut across the Long Island Sound. Three million people live in Nassau and Suffolk counties, yet not a single fixed road crossing links them to the Connecticut shoreline just 15 miles to the north. Drivers heading to Hartford or Boston must travel west through New York City traffic on the Long Island Expressway and I-495 before swinging back north onto I-95, turning a short trip into a two- or three-hour ordeal. The Bridgeport and Port Jefferson Ferry offers an alternative at roughly 1 hour and 15 minutes per crossing, but its fixed capacity and timetable cannot match the continuous flow of a permanent bridge or tunnel. The history of failed attempts stretches back to 1938, when Senator Royal Copeland proposed an 18-mile bridge. In the 1960s, the legendary builder Robert Moses advanced the Oyster Bay to Rye Bridge, a 6-mile crossing linking the Seaford-Oyster Bay Expressway to I-287, but community opposition in Rye and Oyster Bay, environmental concerns, and questions about induced traffic killed the project. Governor Andrew Cuomo revived the idea with a 2017 feasibility study that priced an 18-mile tunnel above $30 billion and a larger version past $50 billion, but nothing was built. Now in 2026, Connecticut developer Steven Shapiro and his Connecticut Long Island Initiative have proposed a $50 billion hybrid crossing from I-95 in Bridgeport to the Sunken Meadow Parkway near Kings Park on Long Island. The 14-to-15-mile design combines underwater tunnels near both coastlines, artificial transition islands in the middle of the Sound, and a 10-to-12-mile central bridge span, echoing proven concepts like the Oresund link between Copenhagen and Malmo. The financing proposal splits the cost with $25 billion from private investment, $22.5 billion from the federal government, and $1.25 billion each from Connecticut and New York, with a projected toll of around $39 per trip. With raised House Bill 5320 in the 2026 Connecticut legislative session and Republican State Representative Joe Hoxha planning to push for a feasibility study in 2027, the Long Island Sound crossing faces familiar obstacles: environmental reviews, political skepticism from Governor Ned Lamont, federal approvals, and the same traffic paradox that has haunted every proposal since the era of Robert Moses.
