India's control over Pakistan's water resources is no longer a distant strategic concept; it is becoming a ground reality in the mountains of Jammu and Kashmir. The central government has clearly demonstrated its intentions by directing the accelerated completion of four major hydropower projects on the Chenab river system. Officials have been instructed to commission the Pakal Dul and Kiru projects by December 2026, complete the Kwar project by March 2028, and expedite the construction of the strategically crucial Ratle Dam. This decision comes after Power Minister Manohar Lal Khattar's two-day on-the-ground inspection in Jammu and Kashmir, where he reviewed the progress of several dam sites and made it clear that deadlines would now be strictly enforced. This issue is not limited to power generation alone. The Chenab River is part of the Indus Basin, considered Pakistan's lifeline. Nearly three-quarters of Pakistan's water resources come from these western rivers that flow from India into Pakistan. More than 90 percent of Pakistan's agriculture depends on this basin, and almost its entire network of dams and canals relies on this water.
