Lake Powell still holds about 1.7 trillion gallons of water. What decides the Colorado River's future isn't only how much is in the lake. It's whether Glen Canyon Dam can physically move it. Normally the river leaves through the dam's powerplant. Below 3,490 feet, a line engineers call minimum power pool, no water can go through the turbines, and every release has to pass through four 8-foot outlet pipes built in the early 1960s: the river outlet works, often called the bypass tubes. Reclamation's own engineers recommend against relying on them alone. In April 2026, Reclamation's most likely forecast showed exactly that happening from October. It didn't happen, and the river's operating rules for 2027 and 2028 are now built around that line. Lake levels are Reclamation's provisional daily data (to 7 October 2026). Forecasts are Reclamation's 24-Month Studies; the dry case is a scenario, not a prediction, and no current published probability exists. The October 2026 study had not been published when this was made.
