The proposed reforms aim to replace the existing slab-based and cross-subsidy arrangements with a targeted subsidy system that provides relief to eligible low-income households. According to the report, the new electricity subsidy system is being prepared for implementation by January 2027, while changes to gas subsidies are planned from July 1, 2027. Under the proposed system, eligibility for financial relief will be determined through the National Socio-Economic Registry. The Power Division, with support from the World Bank, has started work on registering eligible consumers. The registration process is reportedly targeted for completion by November, after which the data will be verified and linked with the Benazir Income Support Programme database to help identify deserving households. The proposed changes are also linked to efforts to reduce circular debt pressures in Pakistan’s energy sector. Electricity distribution companies have reportedly filed requests for base tariff adjustments as preparations for the transition continue. The government has also informed the IMF about preparations for reforms and the privatisation of electricity distribution companies.
