Die Anlage wurde in den 1980er Jahren während des Kalten Krieges errichtet und gehörte zur sowjetischen 16. Luftarmee, deren Hauptquartier sich in Wünsdorf befand. Der Bunker war als Rückwärtige Führungsstelle vorgesehen und sollte die Einsatzführung der Luftstreitkräfte übernehmen, falls der Hauptgefechtsstand durch einen Angriff zerstört oder handlungsunfähig geworden wäre. Die unterirdische Anlage bestand aus mehreren stark befestigten Bereichen, darunter Führungsräume, Fernmeldezentralen, Technikräume, Unterkünfte und Versorgungseinrichtungen. Der Bunker wurde aus massiven Stahlbetonsegmenten gebaut und war gegen Druckwellen, Splitterwirkungen sowie radioaktive, biologische und chemische Kampfstoffe geschützt. Eigene Dieselgeneratoren, Wasser- und Luftversorgungssysteme ermöglichten einen längeren autonomen Betrieb ohne Verbindung zur Außenwelt. Von hier aus hätten im Ernstfall die Flugverbände der 16. Luftarmee koordiniert werden können. Die 16. Luftarmee war einer der größten Luftwaffenverbände der sowjetischen Streitkräfte außerhalb der Sowjetunion und verfügte in der DDR über zahlreiche Jagd-, Jagdbomber-, Aufklärungs- und Transportfliegerverbände. Ihre Aufgabe bestand darin, die Bodentruppen der sowjetischen Streitkräfte und der Staaten des Warschauer Pakt aus der Luft zu unterstützen sowie die Luftherrschaft über dem möglichen Gefechtsgebiet in Mitteleuropa zu sichern. Die Anlage wurde gegen Ende der 1980er Jahre weiter modernisiert und technisch ausgebaut. Nach der deutschen Wiedervereinigung begann der Abzug der sowjetischen Truppen aus Deutschland. Im Jahr 1994 wurde die Anlage endgültig aufgegeben und sich selbst überlassen. Heute zählt der Bunker zu den bedeutenden Relikten der sowjetischen Militärinfrastruktur in Ostdeutschland.
