In the early 1990s, the town of Foca in Bosnia became the site of some of the worst atrocities Europe had witnessed since World War II. What happened there was so unprecedented that international courts had to create entirely new categories of war crimes to address it. During the Bosnian War, Serbian forces established at least 14 detention facilities throughout Foca where women and girls were held captive and subjected to systematic abuse. The Partizan Sports Hall, the local high school, Hotel Zelengora, and numerous private apartments all became sites of unimaginable suffering. Survivors would later testify that attacks numbered in the hundreds, with some women enduring abuse six times in a single night. The perpetrators included soldiers, police officers, paramilitaries, and even civilians. The local Chief of Police was among those later accused. The abuse was not random violence but a calculated strategy of ethnic cleansing designed to destroy the Muslim community through terror and humiliation. When the International Criminal Tribunal for the former Yugoslavia finally brought charges, it marked a turning point in legal history. For the first time ever, systematic sexual violence was prosecuted as a crime against humanity. The convictions that followed changed international law forever. Of the 22,500 Muslims who lived in Foca before the war, only 10 remained when the fighting ended. Today, just 4,000 have returned. The mosques remain unbuilt. The memorials remain contested.
