The Enforcement Directorate has uncovered an alleged toll collection racket involving unauthorised software and fake receipts, with digital evidence pointing to its use at around 100 highway toll plazas across India. The agency searched 14 premises across several states and Delhi-NCR on September 2, 2026, as part of a money laundering investigation. Approximately ₹1.03 crore in cash was seized, along with financial records and digital devices. According to investigators, unauthorised applications called “Mobdata” and “Any” were allegedly used to issue receipts while keeping collections outside the National Highways Authority of India’s official accounting system. The mechanism reportedly targeted transactions involving vehicles without FASTag or those with insufficient balances. For motorists, a printed receipt could make a payment appear legitimate even when the collection was being concealed from official records. Investigators are examining the role of intermediaries and entities entrusted with operating toll plazas. The case traces back to a January 2025 police investigation involving the Atraila Shiv Gulam toll plaza in Mirzapur, Uttar Pradesh. Earlier reporting on that investigation referred to allegations of more than ₹120 crore in embezzlement. However, that earlier alleged amount should be distinguished from the ED’s September findings. The recent disclosure described unauthorised receipts worth crores and possible involvement of around 100 plazas; it did not establish a final nationwide loss exceeding ₹100 crore. The investigation is continuing to trace the money, identify beneficiaries and determine the extent of the alleged fraud.
