India’s ₹23,731-Crore GOBARdhan Scheme Aims to Turn Waste Into Fuel The Indian government has approved a ₹23,731-crore expansion of GOBARdhan, a programme designed to turn cattle dung, crop residue and other organic waste into compressed biogas. The national scheme is set to run from 2026–27 to 2035–36. Compressed biogas, or CBG, can be used in India’s existing gas network. The government says increasing domestic production could reduce reliance on imported fuel while creating a market for waste that farmers and municipalities need to manage. Processing the waste can also produce organic manure. The new framework addresses a practical hurdle for biogas plants: finding reliable buyers. City gas distributors will buy CBG to help meet blending obligations of 3% in 2026–27, rising to 5% from 2028–29. The scheme also offers a stable pricing framework, capital assistance for eligible plants, pipeline support and measures to improve access to loans. For rural areas, the opportunity extends beyond fuel production. Collecting and transporting feedstock, running plants and selling manure could generate work for farmers, cooperatives and local businesses. The government aims to increase domestic CBG production nearly tenfold, building on more than 200 plants it says have already been commissioned. Whether GOBARdhan reaches that target will depend on how quickly new plants secure waste supplies, financing, pipeline connections and buyers. For now, the approval gives the sector a national framework and a substantial commitment of public funding.
