The Rekha Gupta-led Delhi government has approved the Delhi Lakshmi Yojana, which will provide ₹2,500 every month to eligible women. The government says the programme could initially benefit approximately 17 lakh women. One controversial condition is that a woman with more than three living children will not qualify. This means a woman with up to three children may apply, while someone with four or more will be excluded. Some headlines saying women ā€œwith three childrenā€ are excluded appear to describe the rule imprecisely. Chief Minister Rekha Gupta defended the condition in the Delhi Assembly. She said women should not be treated as ā€œmachines for producing childrenā€ and argued that repeated pregnancies can damage women’s health. She also referred to families continuing to have children while hoping for a son. The government says the rule promotes family planning and applies equally across all religions and social groups. Gupta has maintained that protecting women’s health is the reason for including it. Opposition parties have criticised the condition. They argue that denying assistance may punish women who did not have full control over decisions concerning marriage, contraception or family size. Critics also say women with larger families may face greater financial hardship and therefore require more support—not exclusion. Other eligibility rules apply. Applicants must be between 21 and 60 years old, and their annual family income must not exceed ₹2.5 lakh. Income-tax payers and women already receiving certain government financial benefits are excluded. Families consuming more than 2,400 electricity units annually are also reportedly ineligible. The ₹2,500 benefit is expected to be divided into two parts: ₹1,000 for immediate use through a digital wallet and ₹1,500 placed in a fixed or recurring deposit. The government has allocated approximately ₹5,100 crore for the scheme. In simple terms, Delhi’s new scheme offers financial assistance to lower-income women but attaches a population-related condition. The debate is whether this encourages healthier family planning or unfairly removes support from women and children who may already be economically vulnerable.
