BRICS Expands Global Influence, but Pakistan Remains Outside the Group The latest BRICS Summit in New Delhi has renewed discussion in Pakistan over why the country remains outside the expanding international grouping despite formally applying for membership in 2023. The September 12–13 summit brought together leaders and representatives of major emerging economies. Members adopted the New Delhi Declaration, called for reforms in international institutions and supported greater representation for developing countries. Discussions also covered trade, local-currency payments, technology, terrorism and ongoing conflicts in West Asia. BRICS has expanded beyond its original members—Brazil, Russia, India, China and South Africa—to include countries such as Egypt, Ethiopia, Iran, the United Arab Emirates and Indonesia. Pakistan hopes membership could provide new investment, trade and diplomatic opportunities, particularly through closer cooperation with China and Russia. However, joining BRICS requires the agreement of all existing members. This consensus rule gives every member the ability to block or delay a new applicant. Pakistan’s difficult relationship with India is widely viewed as the largest obstacle. New Delhi has longstanding concerns regarding cross-border terrorism and argues that meaningful regional cooperation requires Pakistan to take credible action against terrorist organisations operating from its territory. India may therefore be unwilling to support Islamabad’s application under present conditions. China has publicly supported a greater role for Pakistan in international organisations, while Russia has also maintained close engagement with Islamabad. Nevertheless, support from individual members is insufficient without complete consensus. Pakistan’s recurring economic crises and dependence on international financial assistance may also weaken its appeal, although these are not official disqualification criteria. Pakistan has therefore not been formally rejected from BRICS, but its application remains stalled. Its future entry will depend largely on political consensus within the bloc and, most importantly, a substantial improvement in India–Pakistan relations.
