Railways Earns ₹2,660 Crore Surplus as Freight Supports Passenger Services Indian Railways recorded a net surplus of ₹2,660.28 crore during 2024–25, according to a Comptroller and Auditor General report released on August 7, 2026. The figure was lower than the ₹3,259.68-crore surplus reported in the previous financial year. Its operating ratio stood at 98.22 percent, meaning the Railways spent ₹98.22 to earn every ₹100 from traffic operations. It means only approx ₹1.80 remained from every ₹100 before certain financial appropriations and other requirements. Freight remained the principal source of operational profit. Goods services generated a profit of approximately ₹50,505.68 crore, although this declined from ₹55,889 crore in 2023–24. Coal alone contributed 51.68 percent of freight earnings. Passenger and other coaching services collectively suffered an operational loss of ₹63,721.56 crore. Lower fares are maintained partly to keep rail travel affordable, resulting in freight earnings being used to cross-subsidise passengers. Sleeper class recorded a loss of approximately ₹19,158.13 crore, while ordinary class produced the largest loss at ₹20,705.94 crore. Second class lost ₹15,334.70 crore, and suburban services lost ₹8,279.04 crore. AC three-tier and AC chair-car services were the only profitable passenger categories, earning ₹3,645.44 crore and ₹376.77 crore respectively. The CAG also warned that the reported surplus did not indicate strong financial flexibility. Indian Railways had a ₹6,448-crore backlog involving the renewal and replacement of ageing assets. If the entire surplus had been set aside for this requirement, the operating ratio would have deteriorated to 99.22 percent. The findings show that Railways remains profitable at an overall accounting level but depends heavily on freight and government budgetary support to maintain affordable passenger operations and fund infrastructure.
