Banks Cheer as New UPI Charge Opens ₹17,000-Crore Revenue Opportunity Indian banks and payment companies are emerging as the major financial beneficiaries of the new charge on selected UPI transactions, even as shopkeepers and industry associations campaign against it. From October 15, eligible person-to-merchant UPI payments exceeding ₹2,000 will attract a 0.4 percent Merchant Discount Rate. Although commonly described online as a ā€œUPI tax,ā€ it is actually a payment-processing fee collected from merchants rather than government taxation. Citi estimates that the new framework could create an annual revenue pool of ₹16,000–17,000 crore. Banks may receive approximately 60 percent of this amount, while payment applications could secure 25 percent and payment aggregators around 15 percent. The bank holding the customer’s account is expected to receive the largest individual portion of each charge. Analysts have identified Yes Bank as a leading potential beneficiary, followed by Bank of Baroda, Punjab National Bank and IndusInd Bank. Paytm and Axis Bank shares also rose after the announcement as investors anticipated stronger digital-payment earnings. Banks have processed rapidly increasing UPI volumes for years while earning little direct transaction revenue under the zero-MDR system. The new income can support server capacity, cybersecurity, fraud detection, settlement systems and customer assistance. However, merchants argue that the benefit for financial institutions comes from an additional business expense. Retail groups warn that stores operating on narrow margins may discourage larger UPI payments or request cash instead. The government maintains that customers must not be charged directly. Person-to-person transfers and around 96 percent of merchant transactions will remain free. The policy therefore creates a clear divide: banks gain a sustainable revenue stream, while affected retailers question why they must finance it.
