India’s new UPI merchant-fee framework has raised questions about who should pay for the country’s digital payments infrastructure: the government, businesses or payment companies. One argument compares the cost of supporting UPI with expenditure on subsidies and welfare schemes, sometimes described as “freebies.” It asks whether greater public funding could preserve zero-fee merchant payments instead of introducing charges. That is a debate about spending priorities. Comparing headline budget figures alone does not establish that funding UPI would be effortless, particularly when expenditure belongs to different governments, financial years and programmes. According to NPCI chief Dilip Asbe, the payment system’s estimated annual cost is around ₹21,000 crore. The proposed merchant discount rate could recover approximately ₹13,000–15,000 crore during its first year. The new framework, scheduled for October 15, introduces a 0.4 percent MDR on specified merchant payments above ₹2,000, with exemptions and special rates for certain categories. The Finance Ministry says person-to-person transfers remain free, while approximately 96 percent of merchant transactions remain unaffected. Customers are not supposed to pay MDR, and banks have been advised to prevent merchants from passing it on. Retail associations have nevertheless warned that businesses with narrow margins could respond by encouraging cash payments or adjusting prices. The government’s position is that payment providers need sustainable revenue for infrastructure, security and service improvements. The alternative being discussed is greater taxpayer support. For Indian consumers and shopkeepers, the central question is how to preserve convenient, affordable digital payments while meeting their operating costs. Should public funding cover more?
